Merayakan Kematian Demokrasi Keterwakilan

KORANBOGOR.com-Keheningan sidang di Senayan kini seolah-olah terdengar seperti detak jantung yang makin melemah. Di satu sisi, Parlementer hanya terkesima saat mengaudit kebijakan yang muncul dari inisiatif Istana, di sisi lain,ia tak lantang bersuara saat harga kebutuhan pokok dan tarif pajak mencekik leher jutaan rakyatnya.Inilah potret muram demokrasi kita,sebuah ritual elektoral lima tahunan yang hanyamenyisakan kelelahan politik,megah di permukaan namun hampa dalam substansi. Siklusnya terasa membosankan, kita memilih, lalu ditinggalkan. Ironisnya, gagasan demokrasi perwakilan yang lahir di abad ke-18 untuk mencegah tirani massa, kini justru melahirkan tirani baru; tirani elite yang berlindung di balik mandat rakyat.

Para pemikir Pencerahan seperti Madison, Montesquieu, dan Burke mungkin tak pernah membayangkan bahwa penawar yang mereka ciptakan kini telah sampai di ujung sakaratul maut di sebuah negeri tropis bernama Indonesia.Diagnosis kematian: putusnya nadi representasi Gejala kematian itu paling kasat mata di Senayan.Parlemen tak ubahnya paduan suara yang koornya ditentukan oleh dirigen di Istana. Ingatan publik belum pupus pada drama legislasi ugal-ugalan era Nawa Cita: Omnibus Law Cipta Kerja yang diketuk disaat publik tak berdaya karena kebijakan Covid-19,revisi UU KPK yang membunuh independensinya, hingga UU Minerba yang menggelar karpet merah untuk oligarki tambang.

Penyakit lama itu kambuh di rezim Nawa Asta. Tanpa perdebatan substansial, kebijakan kenaikan PPN 12% tetap dilanjutkan, siap menggerus daya beli rakyat. Kalkulasi Center of Economic and Law Studies (CELIOS) pada 2024,melukiskan detail horornya setiap keluarga miskin harus siap kehilangan Rp1,2 juta per tahun.Bagi seorang ibu di Ciomas,angka itu setara dengan biaya susu anaknya selama berbulan-bulan.

Ketimpangan kekayaan di Indonesia berada pada level ekstrem,aset gabungan 50 individu terkaya setara dengan total kekayaan 50 juta warga biasa. Menyikapi anomali ini, riset CELIOS tahun 2025,menawarkan solusi pajak kekayaan progresif.Dengan asusmsi menerapkan pungutan 2% pada 50 individu super kaya tersebut yang rata-rata memiliki aset Rp 159 triliun,negara berpotensi mengumpulkan penerimaan tambahan sebesar Rp 81,56 triliun per tahun.Namun,apa respons para wakilnya di parlemen? Alih-alih berteriak lantang mewakili rakyat yang papa, publik justru disuguhi teater absurd; berjoget ditengah penderitaan konstituennya dan usulan kenaikan gaji dan tunjangan jumbo lebih dari Rp 100 juta per bulan,serta tak tangung-tanggung, sebagian wakil rakyat justru mencomooh rakyat yang berani bertanya kritis atas tingkah dan kinerja Parlemen.

Sebuah akrobat nir-empati yang sempurna! Wajar bila sumbu kesabaran publik akhirnya habis. Di jantung-jantung kota, gelombang protes membuncah. Kaum buruh berteriak, mahasiswa menggugat, dan rintihan diamnya kaum tani adalah percikanya.

Rentetan aspirasi ini hanya berbalas sepatu lars dan pentungan.Represi dipertontonkan,masa aksi pro demokrasi ditangkap,dan lebih tragis,nyawadilaporkan melayang di bawah lindasan kendaraan lapis baja. Kini dinamika pun kian liar. Amuk massa tak terbendung, mengubah fasilitas gedung dan pos-pos polisi dan kantor pemerintah menjadi sasaran api pelampiasan atas suara yang tak didengar.

Kabar angin bahkan menyebut, rakyat tengah mengobrak-abrik dan merangsek ke dalam rumah para wakil rakyat.Di tengah prahara yang membakar kota, sebuah pertanyaan genting mengemuka;siapa sebetulnya dalang di balik semua ini? Rentetan peristiwa dari protes yang memicu tewasnya Affan Kurniawan di tangan aparat hingga penjarahan kediaman legislator terlalu sistematis untuk disebut sekadar gejolak spontan.Dua narasi besar kini saling berhadapan. Jauh sebelum eskalasi mencapai puncaknya,Badan Keamanan Nasional,lewat unggahan di akun Instagramnya pada 24 Agustus 2025,telah melempar tudingan.Kambing hitamnya,

Central Intelligence of America (CIA), yang disebut bermain api dalam kericuhan 25-29 Agustus.Namun, dari kalangan masyarakat sipil, lahir sebuah kontra-narasi. Mereka justru mencium adanya operasi senyap yang lebih dekat. Penjarahan, protes sporadis tanpa komando, hingga ancaman represi masif dari pejabat negara, semua dibaca sebagai manuver rezim Nawa Asta untuk menciptakan preteks.

Tujuannya satu: memberlakukan darurat militer. Terlepas dari siapa sutradara di balik layar, satu hal tak terbantahkan., fenomena ini bukan sekadar amukan buta, melainkan sebuah manifesto. Sebuah penanda tegas bahwa parlemen telah kehilangan tuahnya.

Kontrak sosial antara wakil dan yang diwakili telah sobek,legitimasinya dicabut, ia sudah mati dan rakyat telah menghendakinya.
Merayakan kematian Sejarah politik negeri ini adalah sebuah repetisi kekecewaan.Panggung kekuasaan silih berganti diisi para tokoh dari beragam ideologi; dari kaum nasionalis hingga agamis, dari elite sayap kanan hingga aktivis kiri yang pernah garang di jalanan.

Hasilnya sebuah ironi yang konsisten. Mereka yang berhaluan kanan, begitu menduduki singgasana, kian mempertontonkan watak feodalisme. Sementara mereka yang berangkat dari mimbar oposisi,setelah berkuasa, mendadak kehilangan kelantangan suaranya. Pekik perjuangan mereka senyap, ditelan pragmatisme.Sebuah patologi politik yang terus berulang.

Ketika kedaulatan direduksi menjadi sekadar pilihan “ya” atau “tidak” di bilik suara lima tahunan, gugatan untuk merayakan kematian demokrasi keterwakilan menjadi relevan!Tentu,perayaan di sini bukanlah sebuah ajakan untuk bernostalgia secara destruktif, seperti menuntut pembubaran parlemen yang pernah terjadi di era Soekarno atau Abdurrahman Wahid. Sebaliknya, ini adalah sebuah ajakan intelektual, untuk berhenti merawat sistem yang sudah nekrosis dan mulai secara serius merancang arsitektur demokrasi alternatif.
Gugatan ini berangkat dari diagnosis sederhana,demokrasi keterwakilan dalam praktiknya telah gagal.

Ia tak mampu membendung orkestrasi kebijakan oleh segelintir elite politik dan pemodal. Kran partisipasi publik yang seharusnya terbuka lebar justru tersumbat oleh kepentingan partikular.Maka, antitesis dari sistem yang gagal ini adalah perombakan total menuju demokrasi
kolaboratif. Ini bukan sekadar tambal sulam, melainkan sebuah dekonstruksi fundamental.Jika demokrasi keterwakilan menempatkan rakyat sebagai penonton setelah pemilu usai,demokrasi kolaboratif menuntut mereka untuk tetap berada di atas panggung sebagai pemain utama.

Mekanisme ini mentransformasi kedaulatan rakyat dari sekadar ritual elektoral menjadi partisipasi aktif. Bagaimana caranya? Pertama, inisiatif rakyat (popular initiative),meniru model di Swiss, di mana sejumlah tanda tangan warga bisa memaksa parlemen membahas
sebuah rancangan undangg-undang.

Kedua, referendum kebijakan, menempatkan kebijakan-kebijakan strategis yang dirancang pemerintah dalam sebuah referendum, di mana rakyat menjadi hakim terakhir yang memutuskan “ya” atau “tidak”.Tentu, gagasan ini bukan tanpa tantangan. Kritik akan memungkinkan berdatangan, referendum itu mahal, lamban, dan rakyat bisa salah memilih karena termakan hoaks.

Namun, bukankah biaya demokrasi yang korup dan tidak representatif jauh lebih mahal? Dan bukankah risiko salah pilih oleh rakyat dalam referendum tak lebih berbahaya dari pilihan sadar para elite yang mengkhianati kepentingan publik di ruang-ruang tertutup?Kuncinya terletak pada edukasi politik masif dan platform digital yang transparan untuk memastikan deliberasi publik berjalan sehat sebelum pemungutan suara dilakukan.

Dengan dua instrumen tersebut, kekuasaan tak lagi terkonsentrasi di Senayan atau Istana. Rakyat diposisikan sebagai “citizen power” kekuatan warga yang memegang kendali langsung atas kompas masa depan negara.Pada akhirnya, ini bukan soal meruntuhkan gedung parlemen, melainkan membangun ribuan panggung baru bagi daulat rakyat yang sejati. Inilah cara merayakan kematian demokrasi
keterwakilan, dengan melahirkan sistem yang benar-benar hidup dan bernapas bersama kehendak publik.
